How to check a Riyadh project before you pay.
Most new homes in Riyadh are sold off-plan, before they are built. Saudi Arabia regulates this closely: a developer needs a Wafi licence for each project before it can market or sell units, and buyers’ payments go into an escrow account tied to the project.
A licence tells you the project is inside the rules; it does not tell you whether it is a good buy. Visit a project the developer has already handed over, and compare price, location and delivery date with similar projects nearby.
Checklist before you sign
- Wafi licence. Ask for the number and check it on REGA’s Off-Plan Sales and Lease platform.
- Escrow account. Pay only into the project’s escrow account named in the contract.
- Licensed broker. If you buy through a broker, check their REGA licence.
- Delivery date. Written in the contract, with what happens if it slips.
- Track record. A completed project by the same developer that you can visit.
- Ownership rules. Non-Saudi buyers: confirm the project and area are open to you.

Which are the biggest real estate companies in Riyadh?
The largest developers active in Riyadh include ROSHN and NHC, which build whole communities and suburbs, the giga-project developers Diriyah Company and New Murabba, and listed developers such as Dar Al Arkan and Al Akaria. Several of these are also among the biggest real estate companies in Saudi Arabia overall.
What is the difference between a real estate developer and a broker?
A developer buys or is granted land, plans and builds the project, and sells or leases the units. A broker markets and sells units on behalf of developers or owners. In Saudi Arabia, brokers need a licence from the Real Estate General Authority (REGA).
How do I check an off-plan project in Riyadh before I buy?
Off-plan units can only be marketed and sold with a Wafi licence, which REGA now issues through its Off-Plan Sales and Lease platform. Ask for the licence number and check it there, and make sure your payments go into the escrow account named in your contract, not to the developer directly.
Can foreigners buy property in Riyadh?
A new framework for non-Saudi ownership took effect in January 2026 and widened access for eligible foreign buyers, but area and project rules still apply. Confirm your eligibility for the specific project with REGA guidance and a licensed lawyer before paying anything.
Which Riyadh developers are listed on the Saudi Exchange?
Dar Al Arkan, Al Akaria, Retal Urban Development and Sumou Real Estate are all listed, so their project announcements and results are published on the Saudi Exchange (Tadawul).
How did you choose these companies?
Every developer here is active in Riyadh and has published projects, official announcements or trade press coverage. No company paid to be listed and the list is not a ranking. We review it every quarter.
