How to check a project’s approval in Islamabad.
In Islamabad, private housing schemes need approval from the Capital Development Authority (CDA), and CDA publishes lists of approved and illegal schemes. An approved layout plan and a no-objection certificate (NOC) are the minimum before you pay for a plot or a file.
Marketing material is not proof. Ask the developer for the approval letter and the approved layout plan, then check the scheme’s name on CDA’s current list yourself. For apartments and commercial buildings, ask for the approved building plan for that specific project.
Checklist before you pay
- CDA status. The scheme is on CDA’s current approved list, not only on a brochure.
- NOC and layout plan. Copies of the NOC and the approved layout plan for the exact phase.
- Land title. Proof the developer owns or controls the land being sold.
- Payment plan in writing. Every instalment and possession date written into the agreement.
- Track record. Earlier projects that were delivered and handed over.

Who are the top real estate developers in Islamabad?
Well-known names include DHA Islamabad, Bahria Town Group, IBECHS (Gulberg Islamabad), Vision Group (Park View City), Imarat Group and Emaar Pakistan. Size is not the same as reliability, so check each project’s approval and delivery record before you buy.
How do I check if a housing society in Islamabad is approved?
Look up the scheme on the Capital Development Authority’s current list of approved housing schemes, and ask the developer for the NOC and approved layout plan for the exact phase you are buying in. CDA also publishes a list of illegal schemes.
What is the difference between a developer and a property dealer?
A developer buys the land, gets approvals and builds the project. A property dealer or estate agent sells plots, files or units for a commission. Buying through a dealer is common, but the approval and delivery risk sits with the developer.
Are files safe to buy in Islamabad?
Files are a promise of a plot that is not yet demarcated, so they carry more risk than plots with possession. Only buy files in approved schemes, from the developer or an authorised dealer, and keep every payment receipt.
Is Digify365 a developer or a dealer?
Neither. Digify365 is a real estate marketing agency in Islamabad. We run digital marketing for developers and builders and do not sell inventory. No developer paid to be in this guide.
